NEW: Annual 2009 Foreclosures in Minnesota
Released: February 2010
2009’s Foreclosures in Minnesota reports there were 23,019 foreclosures in Minnesota in 2009, making it the second highest year on record. While the number declined 12% from 2008, it is still over 350% higher than the number of foreclosures experienced prior to the current housing crisis. To get at the these numbers, HousingLink collects and analyzes sheriff’s sales data, the primary means of identifying foreclosures, from all Minnesota counties. Foreclosures in Minnesota is funded and published by The Minnesota Home Ownership Center, Greater Minnesota Housing Fund, Minnesota Housing, and Family Housing Fund.

NEW: Foreclosure Recovery Progress Report

Released: February 2010Thanks to support from Twin Cities Local Support Initiatives Corporation, HousingLink is engaged in tracking the foreclosure recovery effort of the MN Foreclosure Partners Council, a collaborative effort by local government agencies and nonprofits to address the foreclosure crisis in Minnesota. HousingLink will measure progress toward three quantitative goals related to the Coordinated Plan to Address Foreclosures over a five year period, through a series of semi-annual reports.

MN Foreclosure Rate Indexes Over Time
Released: November 2009
We have seen the foreclosure rate across all communities in Minnesota spike in 2007 and 2008 and somewhat stabilize in 2009 (see Minnesota Foreclosure Q3 2009 Summary, above). Over that time, we’ve seen the foreclosure crisis move from one largely based on mortgage products to one that is based on the economy (e.g. unemployment or under-employment). How might that transition affect Greater MN, relative to the Twin Cities 7-county metro area? HousingLink has begun investigating that issue by creating a “foreclosure index,” or average rate of foreclosures, for all counties in the state, then comparing counties relative to that index, over time. The resulting maps seem to indicate that that the crisis, which hit our urban communities particularly hard early on, has spread to other areas throughout the state. HousingLink is able to continue its efforts in tracking this critical measurement due to funding by the Minnesota Foreclosure Partners Council and cooperation by county sheriff departments.

Sheriff’s Sale Postponements in MN: Q3 2009

One of the ways in which Minnesota is leading the nation in its response to the foreclosure crisis is with the passage of a new law this past June, allowing homeowners facing imminent foreclosure to postpone the sheriff’s auctioning of their property by five months. However, tracking utilization of this law across the state has proved challenging. In our last data collection exercise for our Foreclosures in MN reporting, we asked county sheriff offices if they could provide detail about postponements as a result of the new law. In response, we received information on postponements from 40 of MN’s 87 counties; although the counties responding did not always (or were not always able to) distinguish between borrower-initiated postponements (e.g. as a result of the new law) or lender-initiated postponements. We will resume this effort for our Q4 data collection process, and hope to refine our questioning so as to get a more complete and informative picture.

This update provides a summary of Minnesota regional foreclosures for the third-quarter of this year, representing sheriff sale auctions from July 1 to September 30 2009; as well as year-over-year change versus the same quarter of 2008. HousingLink is able to track this important housing measure as a result of support from members of the Minnesota Foreclosure Partners Council and cooperation by MN county sheriff departments.
